These lights come with a load balancer already prewired. I got my set from eBay, but they seem to be the same lights. Here's what they look like in darker conditions, with just the parking lights on:

No, unfortunately not. They don't provide night photos, and they haven't made a 3rd brake light either. That would be a great item though!

I don't think you do need one with our set. PFYC is out of WA, but I live in Raleigh and work from here for PFYC.

Actually, be careful with Ebay lights. Lots and lots of cheap competitors that may cost less, but many of our customers ended up buying ours instead after their cheaper Ebay sets failed and the company they bought from would not stand behind it. Our manufacturer is excellent at taking care of any problems that might crop up and really stands behind their products.
