Touch up paint is garbage, it will never come out "exactly" the same as the factory paint.

The main function of touchup paint is keep moisture etc. away from the metal.

I used the GM touch up paint too on the holes I filled when I took off the front license plate holder -- it is a shade too dark. I painted the gold areas on my Chevy emblems with Dupli-Color PN ET0400, GM Victory Red and it matches perfectly. Pick up a can and just spray some paint into the cap. Then use the paint in the cap and a small paint brush to touch up chips and scratches. Try a scratch or rock chip in the most inconspicuous location to verify the batch of paint you get matches too. Use as many light coats as needed inside the chip or scratch to fill it with paint -- and allow enough time between coats to let it dry completely.

I made a list of he GM touch up spray paints do I need to do one for the touch up paints too?

Now you need to understand that NO paint will ever match 100% No matter if you have it computer mixed or what you do you have to understand paints made from different "lots" will never be perfect matches. Also red is VERY prone to sun and environmental damage that results in fading.

The best thing you can do for the chips is dab the paint in the chip, that way it helps fill in the missing paint. You not only have color missing but thickness as well and dabbing the paint in will build up the thickness and gett it closer to perfect. Now as for the damage to the mirro why not just replace the colored part with a new one? GM does sell color matched mirror parts so that would fix that for you. If you like monday when I get to work I'll give you the part #'s for the mirror parts.

I hope this helps.
