The ECOtec is a lot better motor than the SRT-4 engine but it doesn't "suck" by a long shot.
so what's that motor going to cost, plus labor and instllation? 5 grand? for what, a starting platform that you'll still have to spend money on? yea, that's a GREAT idea... let me spend 9,000 on my cobalt to run 12's!
i bet you can spend less than half the money to get the same times vs. doing this engine swap. you do an engine swap in a little honda that you bought for 500 dollars. not a new car.

pick ups and jeeps sell, but everything else kinda sits on lots.
also, that warranty is only to the original owner and has a pretty heavy deductable, as i recall.
