torque managment

When getting a tune what is tq managment ,you can have it turned off, or back on, What does it do. please explain.

TQ mgt does just that, it reduces TQ to help with traction. Yes it can be turned off with HPT or back on. There is different options, like Spark Retard vs TQ Reduction, ETC Limits, Break TQ Limits. Also there is the option of limiting you boost in 1st gear. Which is helpfull with this car since 1st gear is a waist. A good tuner can make adjustments for you, or you can your self with HPT.
