Block off or BPV?

I have an HKS BOV on 09 Coabnglt Turbo. I have turbo surge and ive tried everything to fix it. I have been seeing people run a HKS BOV and the stock BPV together instead of using a block off plate. Any input? which is better and you think it would help.

You sure that actual surge and not bov flutter? The hks bov does flutter during low boost.
You can try running two bov's together, might be better if you haven't relocated your maf.

I think it's surge. But I am either running one BOV or BOV and BPV installed or just get rid of it all and get Forge BPV which I'm trying to avoid
