Fastest spooling turbo other than stock is a efr 6758. Next is probably a s252, 7163efr, bnr 2871, s256/257, s20g if you can find one, 259, 6262-way late.
I have no clue about the precision turbos as they are the newest ones. This is just a guess. 6758 or 6752 can spoil almost as fast as a stock k04. But most boost ramp due to traction issues due to low rpm torque that's developed from quick spool.
