Revving Float?

Revving Float?
Hey guys, had a quick question about this. Not sure it's even an issue, but I thought I'd ask.
I'll floor it when not in gear and there's a brief delay and then it reacts, but when I let go of the pedal it keeps increasing in RPMs and I'd say for a good two to three thousand RPMs before it decided to lower again.
Is this normal or something odd?

it`s the lag in drive by wire signal. it takes a second or 2 for the tb to react to the computer signals. At least that's what I put it up to.
My 1990 truck and 80 trans am react as soon as you touch the pedal with the throttle cable.

Well, I was being silly and thought I'd rev on my friend as I was leaving class today and from what I understand it's better to rev when in neutral rather than keeping the clutch floored and revving.
Also I was rolling, I'd say about 20 MPH.
I assumed it was probably normal, but I thought I'd ask since I wasn't sure. I tried searching for it, but I didn't know what to call it.
