What kind of tune do you have? Stock? GMS1? Trifecta/HPT? 103 kPa = 15 psi (usual stock boost), 137 kPa = 20 psi (usual GMS1 boost).

There could be a multitude of problems causing that.

1.Boost leak
2. Open/bad Bypass Valve
3. PCM limiting it, i had that problem boosting to only 7 psi and the only fix was to unplug my battery and then let it sit for 10 mins, then plugging it back in.

well i bought the car a week ago so im just going to head to the dealer and have them look at it. its 10 degrees Celsius, i hear that the car will only boost to what it needs to make 260hp, could this be why its only getting to 50kpa?

These are plug and play so find an LNF boost guage (30psi) and just unplug your factory and plug in your replacement factory

Im having the same problem, its because im over boosting without a tune and its going to 20 psi and if it stays there for about 10 seconds, the ecu cuts the boost down to 4-7 and wont go past that. its an over boosting code. wont set a CEL but turning your car off and back on might fix it, if you have a code reader check it
