Yess cold air has the potential to provide more boost, but our cars are airflow monitored, which means the colder air you get, the less boost it takes to reach the airflow target at any given RPM.

You've got a small leak somewhere, probably after the MAP sensor. At idle the car is in vacuum...it's sucking air in thru the leak, it's not getting monitored by the MAP and it's causing more air to enter the engine than there is fuel to mix with it which causes a leaner mixture than should be.
I say after the MAP because the MAP sounds like it's unaware the air is entering so it's unable to compensate and add more fuel. I'd check the breather hose and all fittings on all intake tubing, probably start at the fitting on the throttle body.
