How to adjust Wastegate

So I am at my end with this car. for the past couple months i hit max boost randomly, which should be 24 psi. Now the car will not boost past 21 psi. Logs show the commanded Boost in KPA is 250 which is around 24 psi at my altitude. car will only go to 205ish kpa and no more. Term thinks it might be a wastegate issue. I looked at the wastegate under the car and from what I can tell its fine.

What i've done so far:
Boost leak. Fixed boost leak on lower TMAP by ordering new tmap. Pressured to 27 psi and no leak.
Relogged. Sometimes it will hit 24psi other times it flat out wont. Lately it wont.
Compression test. 125 psi on all cylinders
no smoke out the back.
No oil in intake tube
Lubed my BPV and made sure it was not on crooked.
Vacuum tank delete

maybe your snail is shitting out as for doing a comp test wont tell you much do a leak down that will tell you more about the condition of your cylinders and such

a engine can pass a comp test but still fail a leak down test

Try cleaning the boost solenoid and check your bpv for leaks iirc you had no issues before the lower charge pipe swap you did.

His baro is 82-83 kpa which is approx 12psi. The LNF has 9.4:1 cr so 125psi is very good at that altitude. If all 4 cylinders are the same the engine is most likely fine.

It's located on the compressor housing of the turbo.

I'll find out if my co-worker who does mobile mechanic work on the weekends has a leak down tester and will let me borrow it (might change like $5-10 to borrow it)

Exactly, mine read 125 across the board also.

ok still only spiking 21psi. Going to take the Forge BPV off and put the stock one on after I look at the wastegate.

Well I put the stock bypass valve back on and no change. car will still only hit 21ish pounds of boost. there was a lot more oil in the intake side than before but it wasn't pouring out or anything. I also checked the wastegate and it looked good. no kinks or anything and the nuts are screwed on tight.

Any other options? My next test is going to be a boost leak again to make sure nothing came undone.

Slight boost leak somewhere. Iirc you started having issues after you installed the lower charge pipe. Also it could be that the wg control solenoid is going out.

ok. well I guess the next thing to do is a boost leak test and just go over everything with water/soap to see. if not. then I will be buying a new WG control solenoid.
