Hey guys I had the hp tune in the car. My car was throwing a code 2237 so we change the o2 sensor that didnt work so my dad took it to work and change the ecm now my question is if the tune is on the ECM he took outcan I still retune my new ECM with the same tuner

For a code like that it's doubtful that a tune caused this. Generally speaking, 2 conditions cause this code;
1) The o2 sensor is bad
2) Wiring to or from the o2 sensor is bad.
I know you just replaced the o2 sensor, but just to make sure we're on the same page, what sensor exactly did you replace (sensor location) and what brand of sensor did you use? Either way, my guess is there is a short to ground somewhere in the wiring, a bad pin in the connector or even a cut wire causing the short or even an open circuit. It could be either the reference signal wire from the o2 sensor itself back to the ecm, or it could even be the 5vdc feed wire to the o2 sensor. One way or another, I don't think it's the tune.
