When coming to a stop i notice it climbs to around 210, after i start moving again it dips down 10-20 degrees. In the summer its a lot more stable.

I thought i was crazy or something was up with my car when I noticed this ....... glad the OP brought it up. Back in the fall when it started getting cold I noticed it would run hotter by 4-5 degree's at times .

My car always runs at 199* regardless of the outside temperature when I'm moving. I always wondered if that was high, I guess not.

The heater draws heat from the coolant to warm up the air blowing into the cabin, your theory is wrong. OP it is completely normal nothing to worry about. Also you dont have a crack in your intercooler, your intercooler has nothing to do with your engine coolant.
