Water/meth pump startup

I just wired up everything for my devils own DVC-30 kit. With the pumps power wired to a keyed ignition source as soon as i turn the car over, the pump starts making a noise like its injecting. Is this normal? im fearing that its injecting water/meth and that somethings wired wrong or defective. I have my starting point set at 10PSI and never turned the car on so it never saw a boost input.
Update, i removed the outlet tube and turned the car over, pump "started" up but no flow. removed the inlet tube and the pump had a slight suction. My check valve is upstream of the pump and i believe its that the pressure the pump is drawing isn't enough to lift the check valve. This sounds funny to me though. Should my pump be "idling"/making noise with no input/desire from the controller?
