Boost Guage.... Explain ?

I know jack squat about performace and cars. I'm learning by teaching myself through reading the forums here and asking questions. So heres another question.

Can someone explain to me the boost guage that is on our pillars in the SS/SC ? What does mhpg, er.. what ever those letters are, I can't remember what they exactly are, stand for? How is it measured? Why does it sit at negative 20-25 or so, ot sure exactly what it sits at cause I'm not near my car at this moment btu you know what I mean, instead of at 0 ?

Because when not under load the it uses vacuum to suck in air rather than the blower to force it in. That's what I'm thinking, someone with some Certs back me up or shoot me down.
