I had once the same question. This is the answer from CA, Kenny.

Cobalt Addiction Kenny
to me

You don't need the tensioner.
The stage 2 program is rich enough to run the 2.8" pulley in warm weather. You do not need the tensioner for the 2.79"
Thank you ,
Kenny

A few people are running the 2.79 pulley with 42's. You'll need a good tuned. Or you can go with 60's just to be safe. Or go with a return-fuel system, which is my route. For cooling, you should install a dual-pass endplate with option B. Or go with meth.

From your sig, it seems you need already cooling mods since your running a 2.9" pulley.

No, the smallest is 3.06", which is the pulley that comes with GM stage 2. Below that you need cooling mods.
