Does anyone know at what intervals the following should be changes

Where does it go and how do you change it? I have looked before and had no idea where. It seems like the engine air filter would be picking up any kind of dirt before the air even gets close to the SC

It's under the vac line that goes to the bypass valve, right? I see nothing on a lot of those, seems like people pull the filters off and never worry about them.
