cobalt ss sc boost problem

So i went in about to weeks ago with a leak problem in my tranny. well after gm took the tranny out they said i need a whole new tranny because a spider gear broke off and went through the casing so i decided that i need a new clutch to. so i bought the ssp stage 3 clutch and then went and had the fly wheel re surfaced. after the shop got done fixing it i drove it around town without over hitting boost for 500 miles. then when we went out to cruz i got on it on the highway and my buddy noticed that i was only hitting 16lbs of boost??? Before it went into the shop it was always hitting 19lbs. does anyone know what is causing this and if the shop screwed with anything to make this happen

2.8 in pulley should only net you 17 lbs of boost, reguardless, the stock sc isn't ment to go past that
