Help with coolant levels

Ok so yes I have looked and have been searching for the past 5 hours or so straight looking for my question answered but can't find it so hear it is

Ok so I just got a ZZP S3 H/E put on and retuned and now my iat's are around 102-111 just driving. So I stopped the car and i checked that when I just turning the key on that the intercooler pumps working and everything but when I start it and drive for a lil bit and keep the car on its not working. So on the neck of the intercooler pump it states that the coolant level shouldn't pass this line now should the coolant be at that line when the cars off like the resevoir tank or is it just when the cars running?

All help in appreciated

Changing the pump is easy, just messy (dealing with dexcool).

I just changed mine during my dual pass endplate installation.
