Is low manifold pressure my problem?

So after JBP heads home and we are talking on the phone, he comes up with an epiphany as to the possible problem with the car.

We were talking about the fact that it seems like in fact it is oil fouling the plugs, not fuel. JBP then says that perhaps because of the cams there is low manifold pressure causing more crankcase pressure, which could result in blowing oil up past the rings, even good rings.
my_bd noticed the low manifold pressure long ago and until we go above 1500 - 2000 rpms it doesn't normalize.

What does our brain trust think of this possible scenario? Plausible or more smoke up my ass?
