My Custom HE?

In light of me getting a 2.6" pulley, I've decided to get a custom heat exchanger made. Today I measured and due to a brace in the front bumper I can do it two ways. Either go under the brace or behind it. Here are the (rough) measurments.

1. (under brace) 3.5" thick x 6" tall x 40" long
2. (behind brace) 3" thick x 17" tall x 28" long

My basic goal is to have a stupid amount of cooling because I live in AZ so cooling is always a problem here. Which way should I make the HE? I'm getting the HE made cheap because I know the owner of the shop thats doing it, so I'm also trying to avoid expencive aftermarket ones.

I'd go under that way you would have more of the he exposed to fresh air opposed to having half and half.

number 2 has a lot more area for cooling and not being as thick might cool more quicker.

I'v been thinking about both ways, and I may go under the brace, but make it thiner so kind of a combo of both ways.
