So who in NJ would everyone say is the best shop to get there cobalt tuned at?

tune time performance in toms river. I've never even been tuned there myself but I know for a fact Matt (the guy who runs it) is an incredible tuner

Tune Time in Toms River for sure. Matt is a nice guy, reasonable, and is just a real person which makes doing business with them a breeze.
