Sounds like you have a nice car. Here is a photo of a Cobalt that GM exhibited at the SEMA Show in Las Vegas this past November.
You have asked for two different things.

One - you want the most horsepower but then two- you state about being under warranty (however, you have probably voided your engine warranty by having 17% more boost than stock) so I'm not sure that using a warranty approved oil matters at this point.

Regardless, using the RP 5W30 Motor Oil will give you a performance increase of about 1 - 1 1/2% in hp and still be a warranty approved product and perform well in the low temperatures of the beautiful Quebec City.
If you want a higher performing oil and are not insistent on having an API License approval for the oil, then I can highly recommend the Racing 21 (5W30). It is a fully synthetic more robust high performance oil that is also fully street able. Performance gains of 2-3% over Mobil 1 5W30 are possible.

-I own a 2005 Chevrolet Supercharged, 4 cylinders, 2.0 liters Cobalt SS. It is brand new, I have 3500 miles done yet. I plan to get the oil changed very soon.

-Since I live in Quebec City, Canada, the temp here is cold, about 0 farenheit degrees. Does the Royal Purple oil can be run in cold temperatures (below zero) ?

-Since my car is already modded, (17% increase over stockm dynoing at roughly 230 Wheel horsepower), what specific oil should I use ?

-I want the oil who will get me the higher HP gains !

-My car is still under warranty too and runs 5W30 Mobil 1 from the factory.

I was watching "horsepower tv" a couple weeks ago, and the hosts dyno'd a camaro SS with factory recommended oil, then drained, and installed RP in the tranny, engine and radiator. They dyno'd it again, and got a 8hp gain! Impressive!

The 2 engines i've seen and torn apart that used royal purple looked HORRIBLE inside!

I recommend AMSOIL

 

+1. One of those engines was mine. I'll never use that stuff again. I'll just stick with Mobile 1. Or like Rob said, AMSOIL is really good.

NEVER USE PENNZOIL but if u have to use valvoline but moblie is really good
if u can have ur machanic show u what each oil does to the valves

 

I used Royal Purpol 1 change....I didn't notice a difference. IMHO it's not worth the price stick with Mobil 1. I am using Penzoil Platnium this time....the car runs the same on all the oils. But I think I will stick with Mobil 1 for the rest of the cars life.

Not necessarily attributed to the oil...I'd be more likely to attribute the majority of the gain to the simple dynamics of a cold engine versus a warm engine. Essentially, the camaro with the factory oil was run on the dyno while cold(Respective to being maxed out). When they drained it and refilled it, the engine was already ran out and warmed up. The lines were opened up, everything was flowing easier. Think of it like this, if you walk into a gym, do some stretches, and bench as many reps as you can in 2 minutes, followed by a 5 minute break, and lift the same weights for the same amount of time, you'll probably end up with more reps the second time, since you're now lifting with "warm" muscles as oppose to "cold" muscles(Again, respective to being maxed out).

 

Finally I bought the AMSOIL 0w30 series 2000 ...

 

I suggest using the Chevrolet oil that they put in the Vettes, cant go wrong there

 

Our cars use Mobil 1 just like the vettes

 

i think ur a little backwards buddy. i would say that the 2 motors that looked like crap had nothing to do with the oil cuz i did feel gains when i went from m1 to rp and they have proven independent studies showing that the are very good.
