RPM linger

I apologize if this question was already asked, I don't have time to search right now.

Just installed a Rebel Auto Works CAI, and I just notice the RPMs lingering when I rev it in neutral a bit then returns to normal idle.

So in neutral I rev it to about 3-4k then on the way down the needle will hoover around 1600k or so and then go back down to normal. Is that normal with an aftermarket CAI? Everything is fine while driving. Just wanted to catch the problem...if it even is one.

noooormal, its the emissions control unit, its burning off the extra fuel in the cylinders so it doesnt go into the exhaust unburned and cause more emissions pollution or a clogged cat
