assuming you're not removing the head, you'll need a spring compressor, and a way to keep the valves from dropping (easiest way is to pressurize the combustion chamber, but im more of a fan of a mechanical stop of some kind)

I haven't on a cobalt, but when I changed the springs and retainers on my GTP I pressurized the cylinders and turned the crank pulley by hand until the piston in the cylinder I was working on was at TDC, that way If I lost pressure somehow I still had a chance of grabbing the valve without having to pull the head.
