Unfortunately your best hope in this case would be 50/50 fault. A green arrow does not give you right of way, it tells you to go if all is clear. ALWAYS make sure oncoming traffic is stopped before turning. Because you didn't, you will have some liability according to law. At least it appears you're not hurt too bad, which is really the most important thing.
That being said, you are quite correct - if you had an opportunity to avoid the accident, you could be found partially at fault even if the other driver ran a light.
From the original post its hard to tell for sure but it sounds like the op was sitting at an intersection waiting to turn left, the light changed, he turned and the oncoming driver did not stop. No mention of a green arrow. This will likely come out as a 50/50 as the op had the last opportunity to avoid.
To the op: Glad there were no injuries, sorry about the car, insurance (yours? / hers? / both?) will make it all good again.

ya now she's trying to sue for injurys yet right after the accident even a hr after she was laughing with her mom saying how she was fine and all this bull **** yet my back is fucked so is my neck I'm a mechanic and I didn't go to work today bc of it I'm just sick of ppl trying to get money outa everyone exspecially a 20yr old full time student full time job sucks so much
almost all our major intersectons have redlight cameras, you have none there? Meaning if someone runs a redlight, it triggers the camera and gets a photo of their car going through the redlight and their license plate
