Getting a new cobalt

As of right now I have a 2006 cobalt ss/sc, and my parents bought it for me, paid my insurance and everything for me, well now I am moving out, and I want my own car, and I think I want a Cobalt ss non s/c. (mainly for insurance costs after 3 speeding tickets) well at the fam. dealership I went on the locate program and found one I want, now I just want to know what mods are gunna add the most horsepower for the money.
