Take the oil cap off, then take off the riser, and the cap will screw right into the valve cover.
And nope, it shouldn't affect engine performance at all (unless you break the riser while taking it off and it falls in or something...). Most people on here take the riser off (I had to use a pair of pliers to get mine to turn) when they take their engine cover off. Look at some other people's pics of their engine bays (with engine covers removed). You'll see their oil caps sitting flush with their valve covers.
