They came off easily and I removed the rest of the sticky compound with Goo Gone. However, there is a ring around where the badge used to be. Its not sticky substance, in fact its rough in texture. How do I get rid of this and blend it into the rest of the car?

Try some scratch remover like Meguires ScratchX 2.0, might get that out.
