HIDs actually consume more watts than halogens during start-up. This is why most of us run a relay harness. That way, you're getting reliable clean power from the battery.

Ok cool and how can I get one of these? Would eBay have them? And how do you wire them in?

Ive never had to run a relay for any type of foglight kit. Check all your wires you must have a short somewhere, or somethings getting wet, what type of kit are you using?

I checked all the wires because I thought that was the problem also, but whenever I took the hids out. I replaced them with new halogens and everything was fine and they are still working perfect.

must be a bad ballast or something then, never had any problems with HIDs blowing fuses in any of the vehicles I installed them into. The only problem I had was the 05 Dodge Ram, when you use a relay harness it thinks the bulb is out and throws a bulb out light on the dash, even with resistors since the power draw is so minimal from the headlight socket....

hook up one side and turn it on, then try the other ballast, might have a faulty ballast.

I tried switching the ballast from each side to the other and nothing changed and I kept blowing fuses so I'm gonna purchasing a relay harness and see if that will fix my problem, I hate not having hids

It's not necessary, but a good idea.

I'd recommend it for any hid setup, on any car. The wires for the fogs is the same size as the ones for the headlights, there's no reason not to use one.

Anything below 6000k should be perfectly legal. 6000k would be up to the officers discretion because you can technically see "blue" in it but there's very little. As for your halo question, as far as we know, aftermarket fog lights with build in halos won't fit, however, you could get some waterproof halos, glue them in place, and wire them up. It's been done a few times.

For the thing with the dodge ram, you would need a special "can-bus" harness which eliminates that error code.
