its all going to depend on the state you buy it from and the state you are going to. but if you contact both DMV's they will be able to let you know. From connecticut to NM i had to buy a "transport tag" from CT and once i got to NM they issued me a new plate, stickers and new title. we don't have inspections in this part of the state but they had to verify the VIN prior to issuing a plate so i couldn't get the plate prior to going to ct. Oddly enough it was pretty painless
