Do i have to drain the oil out the tranny before pulling out the old seal or is there is another way? and if i do, how do you get the oil back inside the small plug. thanks

You simply replace the axles
They have grease inside them, but dont they dont run off the tranny fluid
If you lose some fluid during the axle install, simply unscrew the top little plug out and fill with trans fluid till it starts leaking out and your good

Umm yeah you may leak some fluid still id fill it as said before though

pretty sure you have to drain about half the fluid or it will come out of the trans when you remove the axle. I'd go ahead and just do a full fluid change. How long has it been since you changed the fluid anyways? you use a fluid transfer pump. they have them at autozone or oreily. Hold onto it, but I'd only use it for that application from now on. I have several of them I use for different types of fluid. I'd go ahead and do both seals.

This sounds like maybe you should get some help with this job, if you don't know how to put fluid in the trans or install the seal, odds are you won't have a good time with this job.
Lookup the procedure for draining and filling the trans, there are two plugs on the trans, the lower is a drain and the upper is a fill. Make sure you can remove the upper before you pull the lower one.
You can try without draining it, if the car is fairly level very little fluid will come out of the axle openings.
Clean the area around the seal very well before removing, do not damage the bores they sit in on the trans. Clean the area on the axle where the seal sits, I like to polish them lightly to remove any glazing and wear patterns, apply a little axle grease and install straight so you don't damage the new seals.
As far as installing the new seals, any round object about the size of the outside of the seal will work, you want to drive it in from the metal support ring on the outside without hitting the rubber part inside. You can use a flat piece of metal if needed and you can get into the space around it, I haven't personally changed cobalt axle seals so I don't recall if that will work great on this platform but it has on others for me.
Be very clean and thorough, consider getting a service manual for your car (the cheapo ones from auto parts stores cover simple repairs like this) to help you with the basics.

Also, for fluid filling on the F35 I use the diff fluid bottle with a rubber hose attached to the little tapered top, hold the bottle up above the fill plug level in the wheel well and squeeze. Make sure you have a pan under the car to catch the excess fluid when it reaches the full level. If you have the transfer pump it makes it easier but it's still the same idea and still messy.
