+1 blurred vision. it is ground noise.
Take your amp ground off the battery ground point and put it to the rear strut tower, or some other solid point on the chassis that is not just a random piece of sheet metal.

If your amp is grounded to the same place the battery is you should have no trouble, provided the connection is solid and tight.
What are you using for RCAs? Do you have the RCAs with the big metal heads on the end? When I first installed my system I had an engine whine just like you. I finally tested it and realized that it didn't whine when the head unit wasn't installed in the dash. What was happening was the RCAs were grounding out to the metal bracket behind the dash and causing the whine. So if you have RCAs with metal heads, make sure they're not grounding out to anything.
Also, where is your head unit grounded? If it's through the harness, try running a new ground to a good piece of metal.
Stay away from those RCA line filters. They cause sound degradation.

I actually had a similar problem in a different car and a friend of mine told me that is was to do with the placement of the ground, something to the effect that is was picking up frequency noice from the alternator, anyway I moved the ground point and it seemed to fix the problem...
