Are we talking about Motor Vehicle Inspections, or Inspections to get work done??
At MVI's, correct, they don't get driven. But when vehicles get worked on, at least at a lot of shops here, they drive vehicles before starting on them. That way, if the customer comes back after and says 'When you guys changed my oil, you fucked up my rear brakes and they squeal now,' the shops can cover their asses.

I'm guessing it's not for a Motor Vehicle Inspection, because he's had this happen a couple times.

Just a regular old MVI not having work done.

Then no your car doesn't get driven. But again, the way he says it, it sounds like it's going in for work to be done. Maybe some input from the OP at this point? LOL.

Whenever I go to my dealership for service I take a cell phone snap shot of my odometer with the dealer's front door in the background.

This is, of course, for services where I KNOW they'd better not be driving it.
