Go to the gallery, it's at the top of this page next to the Forum Jump. Then click on upload, should be able to figure it out from there

The picture has to be uploaded somewhere first (not just on your computer). Upload it here or imageshack or whatever...
Then when you want to post them in a topic, you get the link to the pic and put it inside [img] tags like this...
