If it was me looking for one. Personally I would go buy one with lower miles, even if that means you got to drive some to get to it. And new tires are a plus. But miles are up there.
Around here dealerships have some 05, 06 at 110k+ for 9k..
Edit: I am currently in a deal kinda with a car same as this but 60k miles at a dealer for 9. Come with new stage 2 clutch and has been lowered. (Kinda like normal ride height) among other things, there has been a slew of problems getting it to me. Fix one thing and move onto another to realized Theres still things needing replaced!
They advertised it as only needing a clutch and they put one of my choice in and then found more problems..

A lot of dealerships also list super high, give the guy an offer of what you think it should be worth. Look at the book value for your area, and then look over the car closely look for un documented damages (also a carfax can be of some help for documented damages)
To compare, would I rather have this vehicle thats in good mechanical order with 95k miles or a vehicle that's in the shop having multiple new parts added with only 60k miles?

Check the IC pump. Check the paint around those ugly ass grilles (a good deal of them move some and scratch/gouge the bumper). Check the truck tag for g85 to verifiy the package. Try to read the trans service tag for LSD. Check the pulley and injectors for a stage kit. Car fax it for the hell of it. If your car clueless 1-800 dial-a-friend to go with you to look it over. Offer what you feel is fair. Its what its worth to you and him that makes a deal. Hell, the stick on my car was $12,900 at a dealer lot with 40K last year. I had an 08 Corolla LE I hated with 6k on it. I worked a deal that got me $11,500 for the Rolla, $12,500 for the SS, and new tires, new key fobs, and new floor mats were tossed in. Cost me like $1600 out of pockets or so and people tell me it was a rip off. I paid $300 for the Corolla, $1600 for the trade in difference, and a couple tanks of gas for travel. In my eyes I paid about ~$2000 for my SS/SC but others just focus on the sticker price.
