Your first 5 mods
Thinking back about 3 years:
1. Cobalt center consol in black
2. 04 Impala led 3rd brake light
3. Injen CAI
4. Ingall's torque dampner
5. 1st gen projector headlights (now replaced with 2nd gen)
With a budget of only $200/month it takes a while to get stuff, but I have learned to appreciate it more, and learned to do my own work to save money. My sig only shows performance parts, not visual mods, which I've done quite a bit of.

If I could go back I would prob. have just purchased GM Stage 2 instead of getting GM Stage 1.

The only thing I would change is buying the injectors and pulley and paying for tuning instead of getting the stage 2 from gm.

i should have built my engine before i turbo'd it. but its all good. cuz now i have a bullet proof engine now. lesson learned.

Performance-wise
GMPP Perf Catback, Injen CAI, Vibrant header/dp, GMS2 w/ 2.9", TTR swaybar.
I would've gotten a catback that isn't stupid 2.25" and I wouldn't have gone with GMS2, I would've put together a kit myself and saved money (this was a little while before OTTP came out with their stage 1 other wise I would've done that). Overall though, I'm still happy with what I have. Got some new goodies coming soon though!

I would have gotten a different intercooler
Would have bought better charge pipes for my setup
SHould have listened to Area47 and stuck with the stock airbox
Other than that been happy with the car!

Yes, I would have just bought HIDs for my 1st gen, right when I got them. Also, I would have saved my moolah and bought some eibach sportlines. Lastly, I would have got wheels + electric locks. Fall mods will include wheels and electric locks though, so all good.
