56K is dialup internet. Your computer would dial the internet provider using a modem connected to regular phone lines. It was very slow compared to DSL or Cable internet we have now. Though I don't know anyone (even those who live in the sticks) who still uses dial up internet, some people do have a fairly slow connection (Like me..internet on base is always slow). Knowing that a thread has lots of high res photos is kind of nice sometimes, so you aren't getting pissed off waiting for them to load- you have a heads up already that it will be slow.
Back on topic- I did this mod awhile back, but used 5/16" plugs from Lowes. They fit OK. The ones listed in this thread look like they would stay in the holes a lot better. The head on mine seems thinner than those mentioned here, though. Also, my car is black- so no paint needed woot!

im in IL so i feel ya, but what i did was buy a little metal braket and use 3m tape to the underside of the upperlip to remount the plate on, then the bumper plugs (great idea looks great) so now the licence plate sits on the left side of the right foglamp looking at front of car.
