Well theres a good chance I wired it wrong. it came with with 2 power wires, one for the battery and one for the reg 12v hook up. i think the battery one is also labeled ACC for accessory.

yeah i just looked at the book and it tells me to wire both to the battery. Only thing is there is no wire for ACC on the harness. And the yellow is not the ACC wire. ACC is red and the battery/12v wire is yellow.
I don't think there is an easy fix for that Lifter. I know when I had the Chevelle's rear ones apart, the parking brake stayed together. It might just be easier and cheaper to buy a new caliper than to try and fix that.
There will be o rings in there, don't know if they will be rubber, viton, or what. I did see something about a copper gasket somewhere in the caliper too. I am not sure but there might be bushings or something along those lines that might have worn out on around the shaft.
Did you feel any play on the shaft when you looking at?
