Where did you take your car for the test?
I work literally a block from an emissions test station.

The one up north in the city, between like Touhy and Howard, near McCormick.

That misfire would probably have something to do with it.
Yeah thanks!
I'll have to look into the EVAP and misfire issues.
Any suggestion on which to troubleshoot first? I figure I can check ignition coilpacks and sparkplugs first.

I am leaning towards new coilovers, probably stance.
Am I correct in thinking that coilovers replace the front struts and rear shocks?

Yes, and other little things part of the suspension setup. They also replace the springs as well.

Just ordered some Super Sport Stance Coilovers!!
Anyone interested in helping me install them when they come in?
I live in the NW burbs. I will need to look into buying a jack and some jack stands.

Just bringing this thread to a close.
Coils were definitely bound, installed the super sport stance coilovers. Powergrid endlinks installed as well.
Everything was gravy until I tried to get an alignment. Place said that the control arm bushings were shot and wouldn't do one until they were replaced. I was feeling handy and I decided to do the work myself and to go ahead and just get new control arms as well. I pressed some Moog bushings. Let me tell you how fun that was...needed a much larger press than I had. I will be doing the swap this weekend.

If I pull out the old control arms and the bushings are not shot, I'm gonna shove it up the alignment place managers ass and make him spit out a free alignment...

If I'm correct, CAB's go bad in these cars pretty often. I had a G5 GT with bad bushings at 42K-43K'ish. The shop that was doing the alignment changed out the bushings for me. So ya, I wouldn't doubt they were bad.

More Help needed...

I am trying to pass emissions so I can get my license registration renewal. I believe my car has tune from previous owner...I know it has a straight pipe and I have no CEL.

Will a gm drive cycle get me through this (see:http://www.justanswer.com/saturn/2ug...converter.html)(get my catalytic converter eff and oxygen sensor turning to Ready)?

See photo.

I ran a GM drive cycle and I can't get my 02 sensor and Catalytic converter tests to run.

General Motors (specific) OBD II Drive Cycle

Performing a GM OBDII Driving cycle:

1.Cold Start. In order to be classified as a cold start the engine coolant temperature must be below 122°F (50°C) and within 11°F (6°C) of the ambient air temperature at startup.
Do not leave the key in prior to the cold start or the heated oxygen sensor diagnostic may not run.

2.Idle. The engine must be run for two and a half minutes with the air conditioner on and rear defroster on. The more electrical load you can apply the better. This will test the O2 heater, Passive Air, Purge "No Flow", Misfire, and - if closed loop is achieved- Fuel Trim.

3.Accelerate. Turn off the air conditioner and all the other loads and apply half throttle until 55mph (88km/hr) is reached. During this time the Misfire, Fuel Trim, and Purge Flow diagnostics will be performed.

4.Hold Steady Speed. Hold a steady speed of 55mph (88km/hr) for 3 minutes. During this time the O2 response, air Intrusive, EGR, Purge, Misfire, and Fuel Trim diagnostics will be performed.

5.Decelerate. Let off the accelerator pedal. Do not shift, touch the brake or clutch. It is important to let the vehicle coast along gradually slowing down to 20 mph (32km/hr). During this time the EGR, Purge and Fuel Trim diagnostics will be performed.

6.Accelerate. Accelerate at 3/4 throttle until 55-60mph (88-96 km/hr). This will perform the same diagnostics as in step 3.

7.Hold Steady Speed. Hold a steady speed of 55mph (88km/hr) for five minutes. During this time, in addition to the diagnostics performed in step 4, the catalyst monitor diagnostics will be performed. If the catalyst is marginal or the battery has been disconnected, it may take 5 complete driving cycles to determine the state of the catalyst.

8.Decelerate. This will perform the same diagnostics as in step 5. Again, don't press the clutch or brakes or shift gears.
Everything else shows up ready.
I rented a OBD2 scanner from Autozone. Maybe the person that tuned the car disabled the tests?

You said you possibly have a tune.. that tune could possibly have o2 cat codes off, so that wouldn't help your situation.

Only other thing I could think of is maybe the wideband 02 sensor is defective...it doesn't read correctly all the time. It tends to stay static sometimes even if I accelerate or let off the gas.

Anyways thanks for the suggestion. I may need to find a local tuner to take a look.
