That's a really good price on that lip. Mine was ripped off too so I bought one from GMPartsDirect and all I can say is that I spent about 5 times more for it than the one listed here.

Do i just need to sand it, primer then take it to paint shop

^ Looking at it now... It does look in bad shape. Lots of the retaining clips are broken, and it's scratched up pretty bad. You should be fine if you sand it down and prime/paint and get all the things you need to attach it. I wonder how good its going to hold with all the broken clips... should be fine.
