i had very good luck with 3m spray adhesive remover and some polishing compound to blend in the paint after you take the gunk off

It's actually like paint chipped. I know it's hard to tell but it looks like there are two layers of paint. Almost like they painted it, put the lettering on and then repainted it

In that case, paint stick with clear coat, wet sand it and buff it.
