Looks Like you forgot a important step.(Scribe marks)
The procedure does not say anything about calibrating.
If your steering wheel is now off that is a mechanical problem and has to be physically repaired.
•If you are installing a NEW steering column, align the manufacturer match marks (1) on the lower shaft.
•If you are installing a NEW steering column, copy the scribe marks from the old column to the new column.
•Position the steering column in the vehicle.
•Start the steering column lower and upper support bracket bolts.
Notice: Refer to Fastener Notice in the Preface section.
•Tighten the steering column upper and lower support bracket bolts using the following order:
Tighten
•Tighten the steering column lower support bracket bolt to 25 N·m (18 lb ft).
•Tighten the right side steering column upper support bracket bolt to 25 N·m (18 lb ft).
•Tighten the left side steering column upper support bracket bolt to 25 N·m (18 lb ft).
Important: Failure to align the scribed mark on the old or new steering column may result in an off-center steering wheel. Ensure that the correct divot on the steering column is aligned with the scribe mark made previously.
•Align the scribed mark on the intermediate steering shaft to the correct divot on the steering column shaft.

•Tighten the left side steering column upper support bracket bolt to 25 N·m (18 lb ft).
Important: Failure to align the scribed mark on the old or new steering column may result in an off-center steering wheel. Ensure that the correct divot on the steering column is aligned with the scribe mark made previously.
•Align the scribed mark on the intermediate steering shaft to the correct divot on the steering column shaft.
If removed, install the motor/module assembly to the steering column. Refer to Power Steering Assist Motor Replacement .
Important: Do not bend the steering column energy absorbing straps located on the upper steering column mounting bracket during installation.
Position the steering column in the vehicle.
Slide the lower end of the steering column shaft into the intermediate steering shaft. Refer to Intermediate Steering Shaft Replacement .
Loosely install the lower steering column mounting bolt .
Loosely install the upper steering column mounting bolts (1).
Important: Do not bend the steering column energy absorbing straps located on the upper steering column mounting bracket during installation.
Align the energy absorbing straps with the bolt holes in the steering column. Loosely install the upper steering column bolts (1).
Notice: Refer to Fastener Notice in the Preface section.
Caution: In order to ensure the intended function of the steering column in a vehicle during a crash and in order to avoid personal injury to the driver, perform the following:
• Tighten the steering column lower fasteners before you tighten the steering column upper fasteners. Failure to do this can damage the steering column.
• Tighten the steering column fasteners to the specified torque. Overtightening the upper steering column fasteners could affect the steering column collapse.
Tighten the steering column fasteners in the following sequence:
Tighten
Tighten the lower bolt to 27 N·m (18 lb ft).
Tighten the left side upper bolt to 27 N·m (18 lb ft).
Tighten the right side upper bolt to 27 N·m (18 lb ft).
Connect the steering column electrical connectors and close the wire harness retainer clip on the steering column.
Remove the tie strap (1) from between the rake lever bracket assembly (2) and the neck of the assist mechanism housing (3).
Remove the wire strap from around the rake lever and the jacket assembly.
Install the adjustable pedal bracket assembly, if equipped with adjustable pedals. Refer to Accelerator Pedal Bracket Replacement .
Install the steering column knee bolster. Refer to Knee Bolster Replacement .
Install the multifunction turn signal switch housing. Refer to Multifunction Turn Signal Switch Housing Replacement .
Install the multifunction turn signal. Refer to Turn Signal Multifunction Switch Replacement .
Install the SIR coil assembly. Refer to Inflatable Restraint Steering Wheel Module Coil Replacement .
Install the steering wheel. Refer to Steering Wheel Replacement .
Connect the negative battery cable. Refer to Battery Negative Cable Disconnection and Connection .
Enable the SIR system. Refer to SIR Disabling and Enabling .
Perform the control module setup. Refer to Control Module References for programming and setup information.
Inspect all of the steering column components for correct operation.
Programing module:
Power Steering Control Module (PSCM) Setup
After replacing the power steering motor and module assembly the following 3 procedures must be performed. After replacing the steering column assembly only the steering position sensor and the torque sensor calibration procedures must be performed. The steering position sensor and torque sensor calibration procedures should also be performed after a suspension alignment. Certain steering symptoms can be corrected by performing the steering position sensor and torque sensor calibration procedures such as:
• Poor, or uneven return to center
• Poor, or uneven on center feel
Steering Position Sensor Calibration
Install the scan tool.
Turn ON the ignition, with the engine OFF.
Center the steering wheel.
With the scan tool select Module Setup.
Select Steering Position Sensor Calibration and press the Enter key. The scan tool screen will flash Calibration in Progress then display Calibration Complete.
Press the exit key.
Use the scan tool in order to clear any EPS DTCs.
Important: After turning OFF the ignition, allow 25 seconds of wait time before performing any procedures that require the vehicles battery to be disconnected, or module memory loss may occur.
Turn OFF the ignition.
Torque Sensor Calibration
Install the scan tool.
Turn ON the ignition, with the engine OFF.
Important: After centering the steering wheel, remove hands and other objects from the steering wheel and ensure the suspension is relaxed and no bias, or uneven force is being applied to the steering system.
Center the steering wheel.
With the scan tool select Module Setup.
Select Torque Sensor Calibration and press the Enter key. The scan tool screen will flash Calibration in Progress, then display Calibration Complete.
Press the exit key
Use the scan tool in order to clear any EPS DTCs
Important: After turning OFF the ignition, allow 25 seconds of wait time before performing any procedures that require the vehicles battery to be disconnected, or module memory loss may occur.
Turn OFF the ignition.
Steering Tuning Selection
Install a scan tool.
Turn ON the ignition, with the engine OFF.
With the scan tool select Module Setup.
Select Steering Tuning Selection and press the enter key. The scan tool screen will flash Selection in Progress, then display Selection Complete.
Press the exit key.
Use the scan tool in order to clear any EPS DTCs.
Important: After turning OFF the ignition, allow 25 seconds of wait time before performing any procedures that require the vehicles battery to be disconnected, or module memory loss may occur.
