Blower motor works on 1-3, not 4

Blower motor works on 1-3, not 4

After some searching I see numerous problems with blower motors, and resistors going bad but none of them seem to fit my problem. The motor works great on everything but 4. Am I correct in thinking it is most likely the dash switch at this point?

Everywhere is reading says if the resister goes bad it will work on 4 but not 1-3? Can it go the other way?
