the tan wire that comes up to the gauge is the one that has the signal that comes from the PCM. check to see if there is a break in the wire or something somewhere. What year car?

Then you've gota be losing the signal between the gauge and the PCM. Since you windshield wipers work you have the 1 volt signal goin to the gauge. Since the lights work, you have ground atleast inside the gauge. The only thing left is the signal from the BCM to the gauge

Does the gauge even like flinch or anything when you turn on the car?

Gauges go bad. The boost gauge gets alot of work, so i wouldn't be surprised if it just died.

I have the same issue. but if I tap on the gauge with my lighter, it works, but only when I tap on it. Really sucks.

How do you remove the guage without messing up the airbag? or does it just pop off with a screwdriver like a door panel?
