Cobalt ss sc

I just bought my 06 cobalt n I noticed I can't get it to boost over 3 psi but sometimes I rarely it boost normally. I replaced my bypass valve acuator and still have problem a guy from zzp told me to u hook bottom hose on bypass valve and plug it. My issue w the boost went away now my question is wut do I do to fix this the right way or can I leave it like this. I have a smaller pulley I am going to install amongst more mods n e info would help thank you 06$$sc

If plugging the vaccum line to the bypass fixed the problem then something is wrong with the bypass valve actuator you put on or it's not installed properly.

I have a lean/ rich coad on my car now 172 I beleave been on for awile only thing I did was put a cold air intake on it. I also went to the strip w it and it only got 16 seconds witch I think is to slow for the car wut can I do to get rid of the coad of wut is wrong w it wut is causing the coad? Help plz 06$$sc
