If these are the stock bulb size in stock housing, I really don't have much help for you. But if this is a D2S bulb in a retrofit you need a diode between the power wire for the lows and highs.

nah its 9007-3 bi-xenon kit from vvme.com relay and all...when I hit the high beams I can hear what sounds like a clicking noise from the fuse box under the hood. All fuses are in good working order...maybe i will just have to purchase some 9007-2 bulbs so I can pass inspection in NYS

This will fix your problem.

Stock setup. when you push the stalk forward for high beams, the low beams shut off.

You need to put a diode in so that power will be sent from the high beam circuit to the ballast (or relay that operates the ballast) when the high beams are activated.
The diode will not allow power to flow from the low beam circuit to the high beam circuit (assuming it is in the correct direction) so the high beam solenoid on the light will still operate normally.

That being said....hid's in stock housings?
Prepare to get flashed and / or ticketed for blinding people.......

What he said, thats what I was getting at but too damn lazy to type it all out. I had to do this for my wiring harness on my retrofits. And yes, stock housing and HIDs can be bad if aimed incorrectly...Thats why I have Retrofits! To each his own...

Retros FTW. I have a set as well. Just need to wire up for the d2s bulb

ps - where can I get the diode from and what type of diode is it? I'm a little new to this as I'm putting in the lights friday.

You can get the diode at your local Radio Shack. I think its N5404. But I may be wrong, i just soldered mine in not too long ago but can't remember...
