Low boost or normal?

So i recently bought my older brothers 2007 ss/sc cobalt. Pretty stock for the most part. Just finished doing a new head gasket, new timing chain/tensioners, cam sprockets and such, New exhaust manifold (ZZP Shorty headers) because found my old one was cracked, new harmonic balancer, new O2 sensors and thats it. Since i put it back together i swear it feels like it has less "pull" like ive lost some power. and looking at the boost gauge im at 9 psi WOT. Now unfortunately i didnt pay attention to it when i first drove it. But isnt it supposed to be more around 12-13psi? Maybe i messed something up putting it all back im not sure.

Maybe im just goin crazy and its all fine but i figured posting here would help me figure this out

if its stock it should be 11-12 psi.

with low boost and lacking power i would double check the cam timing.
