Need guidance

I have a 2006 colbalt ss lsj.
Rebuilt motor tired to start it started for 3 seconds than cut off tried to start it again starter is clicking. Replaced the battery and starter(starter tested bad) tired to turn the crankshaft over and wont budge even tried to roll start it and it wont budge. Looked into if every rely was working and they are all getting voltage or signal. Anybody can guide me to the right direction on what to do.

sounds like whoever built it mistimed it or the clearances for bearings/cylinder walls were not set correctly.

Well see before I took off the valve cover to replace the lifters it was running fine on the rebuilt motor. Also if the timing was off wouldnt it still be able to at least rotate

Ah, you made it sound like the you just put the engine back in after a rebuild. If it wont turn over by hand something is wrong inside.

Not if the valves got jacked up. Stuck valves=stuck cam=stuck chain=stuck crank. But it is unlikely that the valves get stuck closed. A broken or messed up lifter could freeze the cam, though.

Okay what step should I follow to do check out the lifters first than move to the valves? I'm just trying to get a game plan going.

I'd remove the valve cover and then see if you can see why it won't spin. You should be able to see if the timing chain is hanging before the cams or if one of the cams is frozen, then go from there.

Is the crankshaft bound up completely solid, not even half a hairs worth of movement?

If the valvetrain/chain is holding up the crankshaft, then you should be able to turn the crankshaft in reverse even if it's a fraction of a degree...because there is slack in chains so you'd be feeling this slack through the crankshaft. If something fell down and jammed between the crankshaft snout timing gear and block/cover, then the crank could for sure bind up solid. Another thing that could cause the crankshaft to bind up solid would be that it's welded to bearings.

If it ran before you changed the lifters, I'd check the lifters first.
