Its not very clear what he is talking about. However some folks get it.
I "think" he means that when you push it once it...ahhh forget, I still don't get it.

If you push on it for about 2 seconds it will only 'pop UP', hold it longer and it starts to slide open.

Had to have the entire sun roof assembly replaced yesterday. The back left corner would not close. At first I thought someone tried to break into the car but there were no marks. The plastic arm had broke in a couple of pieces. By some miracle they actually had the assembly in stock. They had to bring down the entire headliner to do the work. With all they had to disassemble it looked like the DEA was searching my car.

No, if you push the button in a little ways, it will only "vent" or "pop up the sunroof." There is actually a threshold on the button. If you push it in all the way you still have to hold it until it opens the whole thing. You don't "hit it for a second" to get it to pop up, there is really a halfway in button position for this. You can hold it indefinately in the vent position and it will not open it any further.

Are you kidding me? Like I said, I push on it for 2 seconds (all the way I may add not halfway) and it Pops it.
