They come with easy to follow instructions (full color) there are a lot of install "how to's" on this forum, a simple search will bring up many of them.
Basically you take off the bracket, push out the old/soft OEM rubber bushing and push in with a vise or even your hands the new Turbo Tech Racing bushings, and re install the bracket.
You should be able to do both of them in 30-60 minutes.

as far as needing four.
the passenger side can be beefed up, and ttr also has a mount for that. I beefed up mine with liquid poly... but it adds an amount of vibration. the lower two only really will be felt under acceleration or engine braking.
the driver side one is actually designed to break away if there is severe front impact, so I don't think I would fill it unless the car was being used as a legitimate race car.
